Here is a page devoted
to the law as it pertains to telecommunications.
You can always search for any specific need that may have been posted in any of the Usenet
groups over the past few years at Deja.com.
A larger collection spanning over 15 years can be found at
the Telecom Digest and Archives,
however you will have to wade through quite a large amount of extraneous material to find what you want, as the search
function delivers "pages" which are actually collections of posts from the moderated
newsgroup comp.dcom.telecom over a period of time and will not
directly reference what you searched for. Having said this, if you are really into telephony, this site should still be checked out.
