This page outlines a few tips for saving on the local service portion of your bill.
Many people are unaware of the fact that they not only have a choice of long distance
providers, but can also specify a different local provider. Look in the front of your
phone book for a list of some of these companies and check out their rates and services.
Usually your "default" local provider will give the best overall products, services, and
prices, but it can't hurt to check out the competition.
First, make sure you understand each charge on the local portion of your bill.

lists some standard fees from different areas. You may be charged for something
which you don't legally have to pay. You may also be signed up for a type of service
which costs more than other available options. If you don't make many calls,
metered service may be cheaper. If you now have metered service, you may be able to
pay less by using a flat rate plan. If you are paying an extra metro charge for local
calling to a nearby city, you may be able to pay less total by actually paying for
long distance charges on each call. On the other hand, if you are in a rural area
and need to call a local access number (for your ISP) in the major city, you will
probably pay less signing up for metro service.
If you are being charged for Line-Backer protection or a similarly named charge, then
you should have this removed. It is simply another way for your local phone

posted bills. This charge was actually making up over one fourth of the
total local service cost.
Examine your optional services to see if you can use a package plan and save over the
separate charges, or if you have a package plan you may only need a portion of the
services (which may be cheaper billed individually) you are paying for. The provider
you choose for local-toll (intralata) calls will almost always be more expensive
than using a dial-around or calling card plan. Look over the pages comparing
rates for the various services in your area to determine the cheapest for you. Avoid
calling information. The charges for this are exorbitant and almost always unnecessary.
Use the Internet to look up numbers not found in your local phone directory. By separating
the local fees from the long distance charges, you can get 6 sec increment billing, and if
you use a calling card, block-time, or dial around plan, you can avoid charges like PIC fees and
possibly USF, even taxes, and others. NOTE: In July 2000 the PICC was offically discontinued.
Some providers have continued to charge this as a PIC fee, but this is usually only
on multiple lines or some business lines.
