Interstate calling is one area where we all have some common ground. While many
plans are only available in certain areas, anyone who is able to receive the service
will get the same rate. While local taxes and some PICC/USF fees vary a bit from
state to state, other
charges are largely fixed. NOTE: In July 2000 the PICC was offically discontinued.
Some providers have continued to charge this, changing the name to a PIC fee.
The tables take all costs into account
to arrive at a true picture of what you will pay per minute on your actual bill. We
do this by figuring a bottom line on a bill for each plan that takes into account
monthly fees, minimums, government taxes and other charges, and calculates the true
per minute rate you will pay for several different monthly calling patterns. We use five typical
sample bills and a current bill faxed to us for analysis for
our residential comparisons and 3 sample business bills. The base rate used for comparison in the tables
is the true per minute rate calculated by dividing the bottom line total of the
interstate bill (including ALL charges fees & taxes) by the total number of minutes
charged on the bill. This system takes into account the billing
increment as well, by adjusting for total number of calls. We assume you will make
random length calls with each table using a different number of total calls at different
times of the day.
The total number of calls is important because with 1 minute minimum/1 minute increment billing,
you lose a few cents on each call. On average you save 1/2 the per minute
rate times the total number of calls on each bill using 6 sec. increment billing.
If you make a lot of short
calls or send a lot of faxes, your savings may be greater with a 6 sec. increment plan.
The total time you use each month also directly determines your true per minute rate. Some plans
are heavy on front-end charges and these will cause a much higher actual per minute rate to be imposed
on people with moderate usage. Use the plan that most closely matches your bill average
for your comparison. The maximum shown on the sample residential bills is 1000 minutes (although
the current customer faxed bill may well be more) and the business maximum is 5000 minutes,
because beyond this figure, the per minute rates will not change much for higher usage.
If you have a high call volume in your business, then a broadband plan, dedicated T-1,
or other highly discounted service may be your best solution. These plans must be
customized for your exact situation. Rates can go as low as a penny or
two per minute, depending on the areas you call and whether you need frequent communication

We take into account all charges that will be added to your bill in the figures
for each column based on the total minutes found on the bill. We add in the monthly fees,
USF, other fees, and taxes. We use a total of 10% for the combined federal, state,
and local taxes, which is very close to what most people pay. The federal tax is
3% for everyone, and individual local/state taxing authorities have rates from 5% to 12%.
Therefore, 10% is a good round number to use for this figure, and all plans will have the same tax
applied in a given area, so the rates given are valid for comparison regardless of
the local tax you pay on your bill.
When it comes to variable rates (cheaper at night and on weekends) we actually list a sample plan
in which ALL calls are made at the lowest rate period (nights and weekends) to show what
Sprint's and MCI's variable rate plans look like under a best case scenario.
These are interesting comparisons, as they clearly show that even with all calls at night or on weekends
and no calling during weekdays, you still will NOT get the lowest bill from one of these plans.
We also calculate a bill with all calls made during the peak rate period. All of
this is done mainly to clearly reveal that these variable rate plans are never the cheapest.
You may well need at least 2 plans to
receive the best deal on all calls, including instate, local-toll, calling card, inbound
toll-free, and international, so don't try to find a 1+ interstate plan that is the best
compromise for your combined calling needs. Put together a combination plan best for
YOUR overall calling patterns. Only use these tables to decide which interstate plan
